Each year, the Oregon Historical Society presents the Joel Palmer Award to the author of the best article published in their journal the previous year.
The 2014 winners were Karen Gibson and Leanne Serbulo for their article "Black and Blue: Police-Community Relations in Portland's Albina District,
1964-1985." In November, 2014 Gibson and Serbulo presented the results of their research at Portland State University. Their talk and the following
spirited discussion is covered in "Black and Blue in Portland." This program
is very timely and relevant to the tense relationship between law enforcement
and African American communities today, which the authors explain grew out of the
ghettoization during the period they studied. A fascinating look at an
important local issue.
